MLICCI Testifies at Senate Committee on Women & Children

Lieutenant Governor Delbert Hosemann established a Senate study committee on the needs of women, families, and children in Mississippi during November 2022 in the wake of the overturning of Roe v. Wade. It is chaired by Senator Nicole Boyd. MLICCI's Director of Research Matt Williams attended the November 14, 2024 meeting, providing testimony about our Earn to Learn Partnership with Moore Community House that connects single moms to child care and higher wages.


Based on our early findings of the program, we recommended to the committee to:  

  • Invest in Earn & Learn Strategies that combine child care, transportation, and case management for single moms 

  • Align existing systems and resources to maximize support for these strategies 

  • Expand access to child care assistance and wage stipends for single moms to pursue education and training 

  • Expand access to non-traditional, higher-paying work and training pathways to access these jobs  

  • Train for front-line workforce development staff on promoting non-traditional work for women  

  • Categorical child care assistance eligibility for community college degree seekers and certification program participants funded through state/federal programs

  • Coordinate healthcare and education career pathway stakeholders with the state CCPP program (Provide Support for Healthcare Earn & Learn Opportunities).
